If what you state is true (which it might be), why didn't the Grand Jury indict Paterno?

Something is still very strange about this entire episode as if the story being told isn't complete.

Now, if as many as 15 different people are reported to have had knowledge of Sandusky’s actions, I'm fairly certain that others knew as well.

Will someone else with knowledge of events be coming forward?
