Because Paterno is an absolute god at Penn. He is by far the most powerful person at Penn, and answers to nobody. Not the school president, not the trustees, not the athletic director,,,nobody. The same can be said of all big name football coaches at successful big time football programs. They answer to nobody.

While I don't disagree, you might be more convincing if you use the correct term Penn State.

Penn is the name for the University of Pennsylvania in Philly.

Maybe at one time this was true. But Joe Paterno is the last of those coaches. Nobody writes his own ticket the way Joe has done over the years. I feel pretty confident in saying that. Show me another major football program that would have put up with Joe's mediocre record in recent years. PSU is a second-tier program in the Big Ten most years. Every few years they challenge, but rarely do they win the conference. Not the kind of success one would expect.
