Just use "Johnny B."'s link upthread. That's where I got the quote. This is a USARMY report, not one issued by Rossi. There is another report as well (from DOD, I think) that says pretty much the same thing.
Only in your dreams. It has always been made clear that though there were U. of B. professors involved with the testing, that it was NOT done as an official U. of B. project. THAT awaits funding from Rossi.
I'm not wading through link after link and then it's possible I don't have the link you're refereeing to. If you can't produce a link to back up your assertions, no big deal, I don't believe in the E-cat anyways but if you do believe and you want others to believe, it would behoove you to supply the link so we know it's the correct one.
Then we can get down to analyzing it. For all we know it could be a deceptively written article to make it look like the military is interested in it.

Why....it's better if you get to it through "Johnny B.'s" link than one I post. After all, I "might" work for the Mafia, or the CIA, or some ridiculous speculation. But "Johnny B" is the very soul of veracity.

According to Kevmo in this post here on F.R., on September 9th, Rossi answered the question "Have fully working E-Cats been provided to the Bologna and Uppsala Universities for research and testing?" in the affirmative.
Either Rossi is lying or the University of Bologna is lying or Kevmo made up quote from Rossi's blog (that pretends to be a scientific journal).
Personally, I'm much more inclined to believe the University of Bologna over either Rossi or Kevmo.

About as ridiculous as the common speculation by the Rossi fans that it was a conspiracy between the Italian government and the Mafia that caused poor, innocent Rossi to be convicted of fraud and sent to prison after he was caught dumping toxic waste while claiming to be converting garbage to fuel with his Petrodragon company.

LOL. You can go to the U. of B's official website, and look up Dr. Levi's page. The photo of the person at that page looks "remarkably" like the gentleman who appears in the videos of the demos of the E-Cat.
I suspect the same can be done for all the other U. of B. connected witnesses.

Yet it hasn't been recreated has it? Maybe the test wasn't as independent as has been stated. Maybe Rossi or his conspirators futzed with the test. Colleges aren't exactly military facilities.
So, why has Rossi been able to recreate it??? You have no problem with the factory burning down and taking the working devices with it?

The TE project is one of the few times Rossi didn't end up convicted of a crime, so I guess that makes it a successful scam.
We're waiting to see whether the E-Cat is another.

I said that I loved the discussions and didn't want to shut them down. It's like going to the carival and watching the suckers throw their money away.
All of the Geiger counters I have used measure particulate radiation only. Are there counters which measure gamma radiation? I'm curious about their mechanism of action.
