FACT: If Payton is on the Colts roster at the start of the league year (very early March) he is due a cool $28mm. If he is not 100% healthy, they will pass and draft Luck, period, no questions asked. This is a business first and if you think anything of it you are sadly mistaken.
If Payton were healthy and I were the person making the draft picks, I’d still pick Luck and then trade him for 12 players.
