The federal government doesn’t give a rip if he could construct it over there. You still need a license and you need to declare your export.

You need to declare WHAT you're exporting. You don't need to declare what the customer is ultimately going to use it for. One supplier is exporting steel cylinders of particular dimension and thickness. Another supplier is exporting nickel powder of particular degree of fineness. Etc.

I find it interesting that the prime detractors are currently shifting from "it's a fraud and a con and can't possibly work" to "it's a dangerous nuclear device and should be banned until he proves it safe" without at any point pausing at "well, it might actually be doing something in the area of cold fusion".

I wouldn't dream of speaking for anyone else, but I haven't seen anything to change my opinion that Rossi is a con artist perpetrating a fraud. We've just seen the "build up" and are now going in to the actual swindle (selling franchises or shares of the company, or something similar). Once he's collected the upfront money, something will come up that prevents him from producing working devices, but will let him keep the "up front" money. Or, perhaps he will retire to some country without extradition. Or, he will end up behind bars (again).

I've just been trying to point out how ridiculous it is to assume that Rossi could sell his device if it were legitimate. By Rossi's own admission, it's a nuclear reactor using unknown nuclear reactions which emit gamma rays. He can't explain how it works, and he had no idea of what kinds of dangers it may threaten. And yet, he hasn't even (so far as we know) gotten the routine kinds of certifications that an ordinary 1MW industrial boiler would require.

In fact, several engineers on the Vortex mailing list were seriously concerned that, regardless of whether it's a real nuclear fusion reactor or not, it was such a poorly designed boiler that it was likely to blow up if it actually generated anything like 1MW of power. Fortunately, it didn't generate anything like 1MW. According to some analysis, it "generated" as little as 70KW, an amount so small in this context that it could have been easily faked.

So, I was just trying to use argument ad absurdum to show that the hysteria by kevmo and others is just that: absurd.

No, Rossi said that the black box ... “the reactor” is being manufactured by Leonardo Inc. in the US.

As other US Exporters have learned, that if you are exporting anything they will be used for Nuclear reactors, you have to declare it.

This even includes batteries and capacitors. No exceptions. Export of nuclear technology is taken very seriously.

You do realize that while statistically these are significant results, These still fall far outside the realm of what we would be looking for in a commercial product.

If Rossi’s ecat were real, it would be a leap of many thousand fold (if not millions) increase over the best result that anyone had ever got.
