Not an issue. Nuclear regulators are concerned with radioactive substances. There’s nothing for them to regulate here. Neither the reactants (Hydrogen, Nickel) or the product (Copper and according to analysis but not the patent, Iron) are radioactive. Gamma radiation is electromagnetic, so there’s nothing to see there, so to speak.
124Sn (weight 123.9052739) + 63Cu (weight 62.9295975) might produce 187Au (weight 186.964568), but the mass of the input atoms (186.8348714) is less than the mass of the output by 0.1296966 amu, which means you would need an input energy of 121 MeV to make it happen.
The nickel-to-copper reaction, OTOH, appears like it would have a net output energy of at least 6 MeV (my math on this thread)
How can we be sure of that? Rossi's number one fan says Rossi's demos are non-scientific and that he sucks (Kevmo's word) at giving them. And have they come out with a reason why the output was only at half rating? Perhaps the generator wasn't big enough.
Or you must assume that they were incompetent fools.

They have this theory that it is ONLY through heavy proton or neutron bombardment that you can get fusion ~ real fusion ~ something you can stick your fingers in.
I have been quite startled at the number of people who claim to be trained in the Four Fundamental Forces of the Universe who did not read about The Weak Nuclear Force and "tunneling" ~ an otherwise commonly understood phenomenon that occurs because matter is energy, and visa versa!
Seriously guys, the smart people have been working over their descriptions of the Four Forces and how they work for decades and there are easy to understand websites that can readily enlighten almost anyone who can read.

Using the traditional, well-established equations for this nuclear reaction, Rossi's E-Cat ought to be putting out enough gamma radiation to kill everyone in the room in a matter of hours, or even minutes. And, the amount of lead shielding he claims to be using is totally inadequate to stop those gamma rays.
Rossi himself claims that his device works by "unknown nuclear reactions" (from his patent application), so he can't explain how it works, or how safe or unsafe it is.
If his device really is a nuclear reactor (as Rossi claims) and no one, including Rossi, understands how it works, it is reckless to allow them to be sold as though they are ordinary boilers. In the U.S., at least, you can't even sell ordinary 1MW boilers without government permits.
Of course, if Rossi's device doesn't really do what Rossi claims, then there is no reason he would be worried about getting certification for his "Mr. Fusion".
If, so, that is the only thing he hasn't faked ...

It is also theroretically possible that your post was the result of random sequences of electron pulses and not actually written by a person. But one must consider the odds of that happening.

In conventional reactions the energy is released in one large bang. Think of a rock falling through air to a concrete sidewalk. The rock hits the sidewalk in one large bang. Now in Rossi's contraption reactor, it is more like a rock falling through water. Energy is released slowing as the rock falls so there is no hard gamma. Only soft gammas which are easily shielded.
I was at a county fair back in the 70's. This guy in a booth was play a scam and the suckers were literaly pushing each other out of the way in order to get their money in. I remember seeing one dude with his wallet in one hand trying to give the guy money as the dudes wife had him by the other arm trying to pull him away!
