Why go all crazy and put a chip in an actual person when almost everyone is carrying a device that a hacker or government agency can easily use in order to track them and even listen in on their conversations?
Because a person can choose to leave that device at home whenever he wants to.

+1, and they can’t use it to control your financial transactions, which WILL one day be the case with a cashless system. This idea has been around for many years (”Just walk right out of the grocery store, and all your items will be scanned, and you will be scanned, too, directly debiting your acount, with zero fraud!”), but technology hadn’t caught up to the plan. Now, it has.
