I’ve always thought a “test” would be more effective if it was a surprise.

The “emergency system” worked pretty good on 911.

Will internet be shut down, too?

It very well could be that once everything is shut down, it won’t come back up. Or it could simply be a test. Bottom line: there’s nothing we can do about it without an opposition party.
