In my city, law enforcement, except for the occasional SWAT exercise in hysteria, looks more like the three “see no evil, hear no evil, speak no evil” monkeys. Has crime gone down? I don't know, but I'm positive crime reporting has gone down. When a crime occurs and police respond in our area, I check the police listings, and, unless it's something really big, I rarely find a police record of the event. Arson, vandalism, robbery, damage to property, drunk driving, and attempted home invasions apparently are not thought important enough to warrant the attention of the law. It's a win-win for the cops: they get to finish their donuts and they're praised for keeping us safe.
