Why would he assume that the thrust of the question was as he stated? Did he not at the time know that the President can't order anyone to do something like that? Does he assume that the President IS the government?

The man may be a great business man, but he is ill-equipped to don the mantle of the Presidency. He's used to being a CEO where he wields dictatorial powers, he doesn't understand how government works--or, apparently, what our government is.
