How would you be able to receive calls if you have no minutes left since you are charged for minutes for incoming or outgoing? That makes no sense

You aren’t charged for minutes unless it’s an outgoing call and you can get the unlimited cards. They are good for a month - $45. Believe me, my daughter calls me but I can’t call her. Others have said the same thing. It is different with a contract plan and you don’t pay and they just cut off the service. If I try to make a call, a recording says I need to add minutes.

You can still call 911, though, as far as I know.

Carriers direct all outgoing calls to 611 so they can talk to you about the bill. Incoming calls still go through up until the carrier completely deactivates the phone.
