It’s the owner’s fault.For a lot of Pit Bull owners,the animals propensity for violence is the main reason to have them.Sick.

Basically, it isn’t. It’s the fault of the owners of the dogs and the girl’s parents (if they are not the same). The dogs were behaving according to their nature. Anyone who would leave a small child and dogs unattended together is not bright.
