What a ridiculous design flaw. Why didn’t the cabinet maker just put a drawer there?

I guess you missed the sink directly behind? If as you suggest, it was made into a drawer, it would be a drawer that could never be opened, as it would fall out before you could reach inside.
I think it is a clever and ingenious way to use space otherwise wasted.
