A charming and sweet story, really -- except for the fact that it is not true. According to ABC News, Perry signed the vaccine executive order before he met the young woman, not after, as he claims. The woman did, according to reports, lobby in favor of upholding the executive order after it had been signed (which the legislature eventually overturned), but she did not play a role in Perry's original signing of it.
Perry was truthful about one thing, though. He was lobbied to sign his executive order. But this lobbying appears to have come from Merck & Co., the manufacturer of Gardasil, not a heart-wrenching victim of cervical cancer.
Those favors to friends in high places have a way of coming back to haunt ambitious politicians, especially if they are Republicans. Let this be a lesson to other Republican governors who have visions of residing in the White House someday.

Perry did not say at the debate that the young woman lobbied him BEFORE he signed the order for vaccinations.
What I gathered from his statements was that she was supporting/thanking him for requiring the shots, because if it had been available much earlier then she might not be dieing of cancer.
I haven’t seen a transcript of the debate, but I never heard him say he was lobbied before signing the order.
He was just responding to the bitchy accusations from Bachmann who claimed he was only doing it because he was lobbied earlier by Merck and a former employee to get money. ....No proof to her accusations. Loser!
It was 10 years ago and no plan was implemented. So what.
