As long as the act itself is not performed you are correct. The Bible does not ask us to assume what is in a persons mind. However name one of the recent formerly Christian sect like Episcopals who ordain homosexuals and ask them to remain celibate or be defrocked? In parts of Europe the Bible has been rewritten to accommodate homos. Homosexuality and bestiality are two areas where there is no equivocation. They are abominations.
