No, you are absolutely wrong. Perry does not oppose bringing in the federal government, he has requested assistance from President Obama and hand delivered his own suggested plan for controlling the border which includes placing 4000 ICE, border patrol agents and national guardsmen on the border.

As for the fence; his objection is that it would be very difficult to build, very expensive to build, and wouldn't work if it was built. He has never objected to the federal nature of border enforcement, in fact he has been very open and vocal about the fact that it is one of the few Constitutional obligations that the federal government has.

If you don't know what you are talking about, it is better just to say nothing.
