pretty much the idea from the beginning.

Johnson had to support the Civil Rights Act because it was Kennedy’s baby (although almost word-for-word the same bills as Eisenhower and the Republicans tried to pass in the ‘50s). He managed to strongarm enough Democrat votes by promising to get the blacks back to the Democrat plantation. The Great Society welfare bills did just that.

I’m sure he is very pleased by the results, maybe even a little shocked at how easily it worked. Democrats are kicking themselves because if they had just allowed their slaves to vote when the country was founded, slavery might still be legal and omnipresent.

Of course, nowadays their plantations raise votes not cotton, and they’ve figured out how to keep their slaves and have non-Democrats pay for it, so maybe it’s a wash.
