Is it wrong to ask a PD to investigate possible misbehavior by one of its people? Or is it only wrong if O’Reilly does it?

If you popped up out of nowhere and asked your local PD to investigate the cop who gave you a ticket last week, would you expect them to do anything?

How about if you were a celebrity bigshot with a famous name? Think that might be different?
