Don’t forget he hit the car several times with his own car. He likely pulled off the plastic bumper cover and the writer of the story is not that bright. Heck my wife pulled off the plastic bumper of her car buy getting the bottom of it stuck on a curb.

I'm sure we're just talking about the bumper skin. Since the victim's vehicle had been repeatedly rammed. The skin was probably already dangling with just a few weak screws holding the remainer of it to the vehicle.
