I would have thought that NO DOTS meant, no newspaper. After all, the newspaper company should have to pay in some way for coloring your mailbox of using your mailbox on your property to afix their indicators. The "payment" for the space to put the dots is the benefit of the newspaper(s).

When you are removing the dot from your mailbox, you might want to do so very carefully to ensure the "dot" is as intact as possible. After it's off your mailbox and you are in a comfortable place, carefully examine the "dot" to see if it may have RFID. Scanning for coding contained in "dots" from a slow moving passing vehicle would not surprise me in the least. As to what type of information might be scanned if an RFID device is located in the layers of the "dot", I have no idea and it's anyone's guess.
