I imaging in large areas of the old muslim world there is no toilet paper, corn cobs, Sears catalogs, leaves, or water. One deals with toilet functions with the left hand. One dips food out of the communical pot with the right hand. It was a sensible public health rule. Thus the penalty of cutting off the right hand for theft was basically a death sentence by starvation in the early tribal society.
