That is US government policy right now.
If it weren't then corporate tax rates for goods manufactured in America would be zero. Right now tax rates are, I believe, number two in the world behind Japan. Corporate tax policy is just another redistribution scheme and the redistribution goes from America to China, India, and any other socialist/communist country in the world.
If you want to place blame, place it squarely where it belongs: on Democrats and Republicans who bend to Democrat's will.
Democrats and Republicans are not the ones who make factory placement, or hiring / firing decisions.
Blame rests squarely on the globalist greedballs, who don’t even think about what is good for America.
