IF kids from OK and LA establish TX residency for three years, they qualify for instate tuition.

Illegals have to attend and graduate from a TX high school for three years to quality.

I’m a bit late to this discussion, but FWIW, La has in state tuition for residents (5yrs) who have completed the core curriculum and achieve a certain ACT score. Stipends are awarded to higher ACT scores. The awards don’t pay 100% of tuition/fees, but it pays roughly 75 - 80%.
