Bush didn’t do enough as president and neither has Obama. The Governor doesn’t have the power to put boots on the groud that aren’t under his direction (i.e. the National guard or the US military)
IOWs his options are limited without federal help.

I thought a portion of the NG was under the governor’s control. I know the lines were blurred after they were federalized, but does Perry not have ANY to use at his discretion?
