Are you sure? I know many people that rent in Florida for the year so they can go down in the Summer or Winter (depending on age).

from reading the Wiki page I determine that you’d have to be insane to charge less than $2,000 a month in NYC. I wonder how many buildings saw massive rent price increases because of this law?

I think the law is if you have a primary residence elsewhere, you don't need a rent controlled unit and the financial benefit of a cheaper apartment.
