It still doesn’t add up to me. Look at Colorado...it has 44% and is “average” while Minnasotta is 52% “above average”. Wisconsin is 50% “Average” and South Carolina is 43% “Below Average”.

What is considered average, below average, and above average?

I never took a course in LIBERAL MATH, therefor I can not answer the question.
