For starters, $$$ and outreach to Muslim Brotherhood, delivering arms (heavy weapons) to Zetas Cartel in Mx, refusing to prosecute NBP intimidating non-black voters in Philly, funding takeover of Egyptian government, bombing Libya w/o Congressional approval. . .etc.
About the only thing on that list that I could see, personally, as qualifying as a high crime and misdemeanor would be delivering arms to the Zetas - if that is in fact what happened (note that the Mexicans probably beat the confession out of the guy, and he may have been told what to say - so that the Mexican Government can use it as fodder to demand “more help” from DC, since the problem is “from DC”).
