I was once told the fringe on an American flag made it a maritime flag which had a different set of laws than when on land.

I THINK the eagle decoration is also something that is questionable, but ... OK .... I'll go research THIS one.

You’re right about the yellow fringe representing maritime law. Years ago, people understood the significance of that and you never saw American flags with yellow fringe for that reason.
