Just to the right of the guardrail in that pic, there is no guardrail. That guardrail extends quite a ways back. One would have to clearly be on the wrong side of it to approach withing 25 ft of the falls.
A common mistake that people make when trying to design something completely foolproof was to underestimate the ingenuity of complete fools.
