The dog was chained up. I don’t personally agree with the practice of chaining dogs, but since the dog did not break the chain, the officer was in no danger.

The officer should have gone about her duties and ignored the dog.

It seems that she went into “Target acquired. Mission: Terminate” mode.

The story says the dog was on a chain in the neighbor's yard, so it wasn't on the property where the cops were sniffing around.

I think the cops lose this one in court ~ and the officer gets a stiff counseling from a Senior Lt. on the force ~ to improve her aim.
