Frankly, 44 cents is an exorbitant amount to charge businesses that have ATMs. My husband’s company eats most of the charges.
Surely, there is a happy medium somewhere.

IMHO, if it passes it will be another case of a government mandated "one size fits all" solution that will benefit people in high-population density areas (where transcation volume can overcome fixed costs) at the expense of people in rural and outlying areas where lower population densities translate into lower transaction rates.
Here in Missouri I see this same thing happen over and over again when politicians in the heavily Democratic St Louis and KC metro areas get state legislation passed that's good for the city residents (their constituents) but sucks for everybody else.
