I would say you have a moral imperative to stop or detain our disarm anyone who has just murdered unless you have some special knowledge of the circumstance

I tend to get involved in helping if I can unless shielding my kids but it doesn’t always work out and I understand fear can freeze folks...its natural but I don’t think CCW is just to protect oneself

You have written the one most important fact that everyone should keep in mind, “You dont have a duty to act” (to protect some one else just because you are armed). You are NOT a cop so if you do get involved be prepared to open your wallet for an attorney to do ALL the talking. One wrong word and you can be broke and in prison.
Excellent points. Let’s assume a shooting in a mall and half a dozen CCs pull their weapons and ride to the sound of the guns.
Seems to me a quite significant chance of friendly fire taking out several of the responders. Neither the CCs nor any LEOs responding have any way to tell the good guys apart from the bad guys. They don’t usually wear signs.
Another possibility. You turn a corner at night just as you hear a shot and come across two men, one laying on the ground and the other standing over him with a drawn weapon. The logical assumption is that the standing guy is a robber or killer. But there is a distinct possibility he has actually just successfully defended himself against a robber or killer.
No answers to this one, but I think there are some damn good questions. Charging into a situation where one must make instantaneous life and death decisions with minimal information is not something that should be done lightly.
Has not threatened anyone else? According to scenario, a murder has just been committed in public with other bystanders. He’s fair game. The next seconds depend on his actions, is gun still out? Is he now fleeing?
The route to safety may very likely lie in putting the threat on the floor. There may be concealment in a restaurant or a bank, but there's not much cover.
