And here, you have touched on a dirty little secret.

Private charity is the primary means for people to get rel help in this country.

I said ~real~ help. Not a continuing stipend supporting indolence, but the "back on your feet " kind of help that actually improves the recipient's lot in life and makes him self-sufficient in the future.
