First, if I had found one of my underage daughters in bed with some boy, I would have dragged his butt out of the bed by his ear, and thrown him out of my home naked. Her punishment would have come after.

Second, the article indicates this person was the girl's step-father. So, the question about jealousy is not completely out of line IMO. It's not outside the realm of possibility that the step-father was attracted to the girl. More information is needed to answer this question.

Oh, and FWIW, I missed that he hit the young buck too. That makes it sound a lot less like he was targeting only her, the thing that jarred my sensibilities the most, and caused me to grasp at excuses why hitting her, but not him, could possibly make any sense.
