BTW...off duty cops, like civilans, can enforce any felony in AR. Cops MUST enforce them.
Man, the news just gets worse out of this weekend's mess, and I haven't seen a damn thing on Fox, CNN, and that "other" cable news channel with a dozen viewers.
With the victim reportedly being harassed by a group of ten thugs, the cop probably either decided that any intervention would wind up with him surrounded and outnumbered, or was not interested in helping some white guy.
Folks, a large percentage of today's cops have NO INTEREST AT ALL in potentially putting themselves at risk in order to "protect and serve". Right now, by dept policy, "officer protection" is senior to protecting the public.
If you find yourself confronted by a group of thugs, do NOT assume the police will intervene even if standing right there. Do what you need to do to protect yourself.

People in South Carolina can also make a citizens arrest for felonies, but people need to be very careful and know the law. In SC, the arrest by citizens can only take place at night. And you better be sure that the person did indeed commit a felony and not a midemeanor. You almost need a law degree. I’m still researching this matter. It’s very convoluted.
