There are really only two places (from the start/finish line - 8th floor) where you can see the cars: Blvd Albert 1er (start/finish) and Quai Albert 1er (around the swimming pool).
So the Germans would pay big bucks to watch the start of the race and then watch the rest on TV.
There is nowhere in Monaco where you can actually see the entire race.
