The way I read this, she wasn't punished for reporting the incident but for not reporting it. Somewhere between "if you see somthun, say somthun" and snitches deserve stiches, lies the right to mind your own business.

The message delivered is that students are better off to not report it at all. Then she would have avoided punishment for exposing the brain-dead chaperones.
