I’d have to say hoax. Box 20 would likely have been stamped, rather than someone in the registrar’s office receiving the typed document and feeding it into a typewriter for just that one box. Box 22 is also blank.
This HAS been online for some time - and is the only one that has the father's race listed as ‘negro - African”, which would have been the correct termination at that time.
The other two COLB’s that have been shown have a glaring mistake - listing as his RACE = AFRICAN.
African is not a RACE. Africa is a continent. People of all colors are born in Africa. His citizenship was Kenyan.
