Apparently nobody decides. It was quite convenient for Mr. Trump to come out of the woodwork just in time for several eligibility bills to pass.

No matter. Both forgeries will seal the fate of Obama as being disqualified. The only hope Obama had was for his father to actually be a U.S. citizen.

Should any future candidate question his eligibility, they have all the proof they need to ensure his father was Kenyan. He has "come out of the closet", although I'm not sure what the "embarrassing information" is on the certificate they just released was in order to suppress it for so long. That should raise a few eyebrows.
