This wasn't a "state" function, therefore there was no "reason" to invite the Obama's, as I understood it. I'm sure there are many FReepers with a better understanding than mine, but I think a lot of the other "dignitaries" invited had to do with British affiliation (i.e. Canada, Australia) and "familial ties", no matter how remote.
With that said, the Bushes' have such class, that even if they had been invited I would bet they would have declined just on the basis of the Obama's not being invited --- of course that is just me.

Basically: Heads of Government of Commonwealth countries, other royal families, personal friends, workers on charities William is a sponsor of. It's now at 1900 before inviting Americans - one must draw a line somewhere.
