Jim, I’m not necessarily saying that there is a direct connection between HAARP and weather/geological phenomena. I’m merely saying that the poster isn’t an idiot nor a kook in these thoughts/musings. Tesla DID such research generations ago...and I put him on the mental level of Einstein; a gifted, if eccentric, genius.
The concept is neither new nor far-fetched. We here at FR can believe so many things.......unless it falls either outside of our own experience, beliefs, or knowledge base. No, that’s not, in my opinion, what we’re about.
We’re about questioning, asking, seeking, searching for truth. That’s a mission we should never give up on, and we should never denigrate those who seek to do so by slapping them with “tin foil hat” labels unnecessarily.

Section 330. Definitions
As used in this chapter -
(1) The term “Secretary” means the Secretary of Commerce.
(2) The term “person” means any individual, corporation,
company, association, firm, partnership, society, joint stock
company, any State or local government or any agency thereof, or
any other organization, whether commercial or nonprofit, who is
performing weather modification activities, except where acting
solely as an employee, agent, or independent contractor of the
Federal Government.
(3) The term “weather modification” means any activity
performed with the intention of producing artificial changes in
the composition, behavior, or dynamics of the atmosphere.
(4) The term “United States” includes the several States, the
District of Columbia, the Commonwealth of Puerto Rico, and any
territory or insular possession of the United States.
