My friend used the same exact steps on a different birth certificate and the ‘layers’ did not happen at all. No white, nothing lifted no ‘anything of the sort’ discussed on FR/Blogs when following the same steps. Any reason that only with O’s that this occurs.
It depends on the software you use, and its configuration. O’s certificate PDF was created with Mac OS X 10.6.7 Quartz PDFContext. I am not familiar with that particular piece of software (I do not own a Mac), but I suspect that it applies this compression technique by default (if not, somebody switched it on). Other software does not, or it uses a different technique instead.

Then I'd like to see them recreate the PDF by scanning the document they received from Hawaii, using the same equipment and software, and show that the layers and other anomalies we see are there in the resulting PDF. If the PDF they've given us is undoctored, then they should be able to demonstrate the same phenomenon happening again, using the same steps.
