No, the LA Times has been Faked Out! It's a Badly Done PDF Document File on the White House Website. The layers have not been synced into one "picture" within the PDF Document File.
A "Scanned In" picture would have No Layers. And this looks scanned in as if it had been from a binder, but the Layers are the key to it's veracity.

Where do you guys get the idea it is layered? I can open the PDF in Appel Preview, and Adobe PhotoShop, and it definitely is NOT layered. The PDF contains a single, non layered bitmap.

The layers could be an artifact from an automated system used to create the document. If Hawaii has scanned their birth records and stored them as image files in a database, when a birth certificate is requested, it may be assembled at the time of production from a combination of data and image elements from the database. This would/could only be true if Hawaii sent the White House a PDF and they posted the PDF directly without reproducing. If the White House was sent a paper document and scanned it to PDF themselves, any layering artifacts from production would be gone.
