Why was the sequential number in the upper right hand corner obscured? Impossible to fake without the risk of being caught red-handed? If they just picked a number close to the others on the date of birth, a living person might come forward with the same number.

Perhaps there is a connection to the 9th Circuit court hearing on May 2nd. and the Court requirement for certain documents.
Court announcement of hearing date was on Monday and set for the following week on Tuesday.
