Seriously though, the low-flush toilets are a nuisance as is the nanny state.
I read an article here not long ago where the city of San Francisco is rethinking this policy as raw sewage is not being adequately treated at the sewage plants because of the "zillions" of low-flush toilets in the city..LOL.

I had to go all the way to Windsor, Ontario for the toilets in the house I built in 2006. I had a bathroom redone a couple of years ago and got stuck with one of those 1 1/2 gallon low flush commodes. I bitched to the plumber and he said all this model needs to go 3 gallons is for you to hold the flush handle down instead of press and release. Holding the handle down holds the flap valve open until the tank completely drains.
It's really a tempest in a teapot for me as I'm on a well and mound system (septic tank) so how much water I use has no impact on anybody else.
