I think it is a major admission for Bill to admit that no BC has been made public. IOW, the COLB is NOT a BC. We know that but Bill has been telling is audience for a year that the COLB is a BC and he has seen it.

This is actually true. They won't remove the original from the binder and physically hand pass it out of state records custody to anyone, especially the person on the record, who might want to illegally modify it. But they are statutorily obligated to issue a copy to the person on the record...at least they were up until this week!
