OK, am trying to see what the off-the-shelf options are for preventing cell phone and wifi usage inside a small building.

most are not available to the public some are available from spy equipment sites but using is illegal in the US

They use them in Iraq and Afghanistan to scramble cell phone signals, but that is to prevent IEDs from being detonated.
Pretty sure you’d get caught using one locally.

They make RF-blocking wallpaper for companies that are concerned about their internal Wi-Fi leaking out. Should work in both directions.

What you wish to do is patently illegal. Private citizens are barred by law from jamming cell phone transmission.
I can only hope that if you carry through with your plan that you are caught and prosecuted to the fullest extent of the law.

Not cheap and not practical to do an entire building as a high attenuation screen room, but it’s done for smaller areas where signals must be prevented from entering or leaving.

No. It is illegal to interfere with a legal radio signal. Blocking it from coming in your building is something entirely different.
