“GUILT”

People have a deep desire to avoid any sense of GUILT.

The easiest way to do this is to rationalize behavior and erase any distinction between “right” and “wrong”.
(Best accomplished via moral relativism)
In turn, this eliminates the need for any “CONSEQUENCES”.

If the government is responsible for taking care of everybody, then WE cannot fall short in any obligation to help others.

The resulting culture has no reason for self control or personnel responsibility.

I think you’ve encapsulated it quite well, quite succinctly.

This is partially true, but I’ve found that rationalization can’t completely resolve that guilt, it just compartmentalizes it. I think this is one of the MAJOR causes for neuroses and other psychological problems, since people are just sublimating issues and never resolving them. The rational mind will revolt against that, or descend into further irrationality.
