16 is a minor, 19 is an adult.
Very different things.

Different, yes, but not a difference comparable to that between life and death.
Actually...when it comes to consent...it varies by state.
Age of consent in many states is 16...and in Hawaii its 14 or 15...if the person is less than 5 years older (so<19/20)
In many states it is 17...or 18....with ranges on how old the "other person" can be varying.
For instance...in Texas where the consent age is 17, a Senior in High School who turns 18 during his senior year (as I did) and who has a sophomore as a girl friend who is 16...has a defense and likely won't get prosecuted if daddy gets ticked off that his little girl did the nasty...
But in North Dakota/Virginia...if you are 18...and they are 17...its a class A misdemeanor.
In Maine teens its OK for 15 YO to be with 19 YO...and in UTAH...its OK for a 16 YO to be with a 25 YO.
And no...I'm middle aged so I don't have a travel sheet...I just looked these up...;-)
Anyway...given that there are no hard and fast rules that apply across the board...it's wise for all young men to know the laws of their state...if of course they insist on acting immorally.
