If I were president, on Day One I would issue an executive order paving the way for Obamacare waivers to all 50 states. The executive order would direct the Secretary of Health and Human Services and all relevant federal officials to return the maximum possible authority to the states to innovate and design health-care solutions that work best for them.

No ObamaCare waivers. Defund and Repeal.
Congress is supposed to make and change the laws, not the Executive Branch. We already have 1 Executive Order loving Prez now who uses those to get around Congress. The courts get to decide if ObamaCare is constitutional or not. Congress then changes the law again depending on what the courts say.
The framers wanted checks and balances to limit the powers of each of the three branches. What Romney has proposed here is far removed from that.
Sounds like HHS would still be running the show with 50 versions of ObamaCare. Ludicrous in my opinion.
